I have a water base down south, just west of the bridge to herbi (noob) island (South 2 spawn). There are a few storage cupboards full of gear out front to help you get started so feel free to take what you need, leave won't you don't need.

Permanent structure protection? Isn't that basically PvE?? How would raids work if structures can't be broken?

Offline raid protection won't work either, as you will have people logging out as soon as someone tries to raid them.
Leave things how they are, it all works fine in my opinion.

I also was confused when first hearing it, but as you said it's just ballista's rendering in.
