Can we turn this on?

It would save heaps of work and go a small way to helping reduce overall server stress.

it is possible, but then as soon as something becomes demolishable it gets deleted and you dont get to raid it ... some new players also miss out on what might be missed/left

For the sake of the servers cleanliness i'd say its worth it, maybe just extend the decay out to 3 weeks to give people more time to raid left over bases?
